The 26 November 2003 revised regulations specified the award criteria as :

  Article 59.-
  The "Vietnamese Heroic Mother" title shall be awarded or posthumously awarded to mothers who have made numerous contributions and sacrifices for the cause of national liberation, national construction and defense, and the performance of international obligations.
  The consideration of award or posthumous award of the "Vietnamese Heroic Mother" title shall comply with the regulations of the National Assembly Standing Committee.

The 30 September 2005 implementation guidelines provide more detail on award criteria :

  Article 42. Title of Vietnamese Heroic Mother
  Criteria to consider or confer the title of "Hero Vietnamese Mother" to mothers who have many contributions and sacrifices for the cause of national liberation, construction, national defense and real international obligations Current regulations of the Standing Committee of the National Assembly.
  Mothers who have been conferred the title "Hero of the People's Armed Forces" but have met the conditions and criteria stipulated in Article 59 of the Law on Emulation and Commendation shall still be awarded or given the title "Mrs. Vietnam heroic mother".

The 19 May 2006 regulations redesigned the award :

 

Article 20. Badge of "Hero Vietnamese Mother"
  The outer rim of the gold border badge in red flag, the gold plated copper material of Nico alloy is 3 microns thick; size 26mm x 14mm.
  Body gold star-shaped badge embossed, yellow. Inside there are red gold star flags and two golden rice flowers; There are words "Vietnamese Mother Hero" (Red); the outer diameter of the five star peaks is equal to 42mm; Gold-plated copper material with Nico alloy is 3 microns thick.

The 15 April 2010 decree updated the 30 September 2005 implementation guidelines :

  Article 42. Title "Vietnamese Heroic Mother"
  1. Criteria to consider or confer the title of "Hero Vietnamese Mother" to mothers who have many contributions and sacrifices for the cause of national liberation, construction, national defense and national duty It shall comply with the provisions of the Ordinance on the Regulation of State Honor of "Hero Vietnamese Mother" on August 29, 1994 and documents guiding the implementation of this Ordinance.
  2. Mothers who have been conferred the title "Hero of the People's Armed Forces" and have met the conditions and criteria prescribed in Article 59 of the Law on Emulation and Commendation shall still be awarded or given away the title. "Hero Vietnamese Mother"

The 16 November 2013 decree amending the 26 November 2003 regulations didn't include this award:
