The 26 November 2003 revised regulations specified the award criteria as :
| Article 60.- | |||
| 1. The "People's Armed Force Hero" title shall be awarded or posthumously awarded to individuals who have recorded exceptionally outstanding achievements in combat, combat service, preservation of security, social order and safety, are loyal to the socialist Fatherland of Vietnam and possess revolutionary virtues and qualities. | |||
| 2. The "People's Armed Force Hero" title shall be awarded to collectives which have recorded exceptionally outstanding achievements in combat, combat service, preservation of security, social order and safety; are loyal to the socialist Fatherland of Vietnam; have maintained good internal unity, with clean and strong Party and mass organizations. | |||

The 19 May 2006 regulations redesigned the award :
| The outer rim of the badge is yellow background in red flag, Nico gold-plated copper alloy material is 3 microns thick; size 26mm x 14mm. | |||
| Body gold star-shaped badge embossed, yellow; Inside there is a red victory flag, there are two spare branches under the flag, surrounded by the words "Hero of the People's Armed Forces " (Red); the outer diameter of the five star peaks is 42mm, the gold-plated copper material of Nico alloy is 3micron thick. | |||
The 15 April 2010 decree updated the 30 September 2005 implementation guidelines :
| Article 43. Title "Hero of the People's Armed Forces" | ||||
| 1. The title "Hero of the People's Armed Forces" for giving or giving away to individuals who have acted heroically, loyal to the socialist Vietnamese Fatherland, and have outstanding achievements in combat. to serve fighting, maintaining security, social order and safety; having revolutionary moral qualities, being an exemplary example in all aspects, meeting the following criteria: | ||||
| a) Courageous, wise, self-sacrificing, achieving exceptionally outstanding achievements in fighting, training, in maintaining security, social order and safety, being recruited by Military, Military, and Military delegation or military zone of honor and study; | ||||
| b) Passionate research, innovative initiatives or valuable solutions; having research projects of special value and being applied to practical activities of military, security or economic and social activities to bring about practical results; | ||||
| c) Having good technical, tactical, professional and professional skills; constantly improving professional, professional and political qualifications, successfully completing all tasks; have great merits in technical, tactical, professional and professional fostering for teammates; | ||||
| d) Having a strong political position, having a quality, morality, a healthy lifestyle, working in a scientific manner, steadfastly standing in front of all sacrifices and challenges; uphold the spirit of solidarity, cooperation, mutual support, solidarity between the people and people, being the nucleus of building solidarity and unity in the collective; | ||||
| e) First-class "Combatant Order" or first-class "Fatherland Defense Order" (except for extraordinary achievements). | ||||
| 2. The collective has a particularly outstanding achievement in fighting, serving fighting, maintaining security, social order and safety, loyal to the socialist Vietnam Fatherland, and exemplary example. In all respects, the following criteria are met: | ||||
| a) Courageous, clever, creative in combat and training ready to fight, is a typical flag in the emulation movement (for the army) or emulation movement to implement 6 articles of Uncle Ho teaching and movement for national security (for the People's Police), with many contributions to the development of the industry; | ||||
| b) Leading the entire army in the movement of promoting initiatives, improving techniques, innovating leadership and commanding methods, making many achievements in the application of new scientific and technical advances in service of combat, training and work; | ||||
| c) Leading in training, technical, tactical, professional, professional and political training for officers and soldiers; well manage weapons and material and technical facilities, absolute safety of people and property; | ||||
| d) Leading in the implementation of guidelines and policies of the Party and laws of the State; exemplary observance of discipline, orders and charters of the People's Army and the People's Police; uphold the spirit of internal solidarity, cooperate, help and unite the people, take good care of the material and spiritual life of officials and soldiers; | ||||
| e) A clean and strong Party organization, a strong organization and a comprehensive organization; actively exemplary participation in movements in the locality where troops are stationed, believing by local authorities, mass organizations and people; | ||||
| f) Has been awarded first-class "Combatant Order" or first-class "Fatherland Defense Order" (except for extraordinary achievements). | ||||
The 16 November 2013 decree amended the 26 November 2003 regulations :
| 30. To amend and supplement Article 60 as follows: | ||||
| “Article 60 | ||||
| 1. The “People’s Armed Force Hero” title shall be conferred or posthumously conferred on individuals who satisfy the following criteria: | ||||
| a/ Being absolutely loyal to the socialist Fatherland of Vietnam, having performed heroic, courageous and ingenious acts, sacrificed themselves or recorded particularly outstanding achievements in combat, training, combat service, maintenance of security, social order and safety which are praised all over the country; | ||||
| b/ Having created an initiative or a solution or having a research work of special value which has been effectively applied in defense, security or socio-economic activities nationwide; | ||||
| c/ Possessing high technical, tactical and professional levels, having constantly studied to improve their professional and political qualifications and excellently accomplished their tasks; and having made great merits in the provision of technical, tactical or professional training to their comrades; | ||||
d/ Possessing a firm political stuff, good ethnical qualities and a healthy lifestyle, showing a sense of solidarity and cooperation and being a good example in all aspects. |

| 2. The “People’s Armed Force Hero” title shall be conferred on collectives that satisfy the following criteria: | ||||
| a/ Having recorded particularly outstanding achievements in combat, combat service or maintenance of security and social order and safety, and being loyal to the socialist Fatherland of Vietnam; | ||||
| b/ Showing courageousness, ingeniousness and creativity in combat and combat readiness training, being typical units in emulation movements and having made great contribution to the development of the sector; | ||||
| c/ Taking the lead in the Army or the People’s Police in the movements for technical initiatives and innovations and renovating leading and commanding methods and having recorded many achievements in applying new scientific and technological advances to combat, training and work; | ||||
| d/ Taking the lead in the provision of technical, tactical, professional and political training to cadres and soldiers; having properly managed weapons and physical and technical foundations, ensuring absolute safety for humans and assets; | ||||
| e/ Taking the lead in observing the Party’s line and policies and the State’s laws; setting a good example in observing discipline, regulations and rules of the People’s Army and People’s Police; upholding the sense of internal solidarity as well as cooperation and support between the people and people’s armed forces, and properly caring for the material and spiritual lives of cadres and soldiers; | ||||
f/ Proactively participating in local movements, gaining local people’s trust and love and setting a good example in all aspects; having successfully built clean and strong Party and mass organizations. |

| 3. The “People’s Armed Force Hero” title shall be considered and conferred once every 5 years, except for those with particularly outstanding achievements recorded unexpectedly.” | ||||
