The 26 November 2003 revised regulations specified the award criteria as :

  Article 61.-
  1. The "Labor Hero" title shall be awarded or posthumously awarded to individuals who have recorded exceptionally outstanding achievements in labor and creation for the objective of a prosperous people, a strong country and an equitable, democratic and civilized society, are loyal to the Socialist Republic of Vietnam, and possess revolutionary virtues and qualities.
  2. The "Labor Hero" title shall be awarded to collectives which have recorded exceptionally outstanding achievements in labor and creation for the objective of a prosperous people, a strong country and an equitable, democratic and civilized society; have maintained good internal unity, clean and strong Party and mass organizations.

The 30 September 2005 implementation guidelines provide more detail on award criteria :

  Article 44. The title of Labor Hero
  1. The title of Labor Hero for giving or giving away to individuals who have acted heroically, loyal to the socialist Vietnamese Fatherland, made exceptionally outstanding achievements and have revolutionary moral qualities , is a shining example in all aspects, achieving the following criteria:
  a) There is a spirit to dare to think, dare to do, work creatively, achieve the highest productivity, quality and work efficiency in the province, city or branch (with the same nature of work and same industry), making important contributions to the development of units, localities, industries and the country;
  b) There are many achievements in the research and application of scientific and technical advances and new technologies; have innovations or valuable solutions, have products, scientific works or have famous and creative works of literature, special value, applied in production, work, bring high economic and social efficiency;
  c) Having a strong political position, having great merits in fostering and training for colleagues and young generations or in providing technical guidance, technology transfer, production and business experiences for localities. , for the industry;
  d) There is a high sense of responsibility, effort, overcoming, dedication to work, need to save money, integrity, and carefree publicity; strictly abide by the Party's guidelines and policies and the State's laws; uphold the spirit of cooperation and support; being the nucleus of building solidarity and unity, is a shining example of building a cultural life in units and families.
  2. The collective has a particularly outstanding achievement, loyal to the socialist Vietnam Fatherland, is an exemplary example in all aspects, achieving the following criteria:
  a) Being a typical collective leading the nation in terms of productivity, quality and socio-economic efficiency, contributing to the socio-economic development of localities, branches and countries;
  b) Leading the nation in technological innovation, has many achievements in the application of scientific and technical advances, new technologies, in the movement of promoting initiatives, technical improvement and environmental protection Thai (??)
  c) Leading in training and training in all aspects for officials, employees and workers, is typical of the training, improvement of professional qualifications to the collectives other followers;

Article 22 . Badge of "Labor Hero"
  The outer rim of the badge is yellow background in red, Nico gold-plated copper alloy material is 3 microns thick; size 26mm x 14mm.
  Body Five-pointed star gold badge stylized embossed yellow; inside there are two limbs, book pages and historic wheels, surrounded by the words "Labor Hero" (Red), below is a golden silk strip with the words "Vietnam" (Red); the outer diameter of the five star peaks is 42mm, the material of red copper plated with Nico alloy is 3 microns thick.

The 15 April 2010 decree updated the 30 September 2005 implementation guidelines :

  Article 44. Title "Labor Hero"

The 16 November 2013 decree amended the 26 November 2003 regulations :

  31. To amend and supplement Article 61 as follows:
  “Article 61
  1. The “Labor Hero” title shall be conferred to or posthumously conferred on individuals who satisfy the following criteria:
    a/ Being absolutely loyal to the socialist Fatherland of Vietnam, having a sense of creativity, obtaining high labor productivity, quality and efficiency and having recorded particularly outstanding achievements for the objective of a prosperous people and a strong, democratic, equitable and civilized country;
    b/ Having made important contributions to the development of their units, localities or sectors and the country for 10 years or more, and being honored by their collectives;
    c/ Having recorded many achievements in the research and application of scientific and technical advances and new technologies; having created initiatives, solutions, scientific research works, literary or artistic works which have a special value and bring about high effectiveness nationwide;
   

d/ Having made great merits in the training and retraining of their colleagues and young generations and in the provision of technical guidance and transfer of technologies and production and business experiences;
   

f/ Strictly abiding by the Party’s line and policies and the State’s laws; possessing a firm political stuff, a high sense of responsibility, sparing no efforts to overcome difficulties and devote themselves to work; being industrious, thrifty, incorruptible, public-spirited and selfless; possessing good ethical qualities and a healthy lifestyle and upholding the sense of solidarity and cooperation; being a good example in all aspects.
  2. The “Labor Hero” title shall be conferred on collectives that satisfy the following criteria:
    a/ Having recorded particularly outstanding achievements in creative labor for the objective of a prosperous people and a strong, equitable, democratic and civilized country; being loyal to the socialist Fatherland of Vietnam;
    b/ Being the typical collectives with the highest labor productivity, quality and effectiveness all over the country and having made great contributions to local, sectoral and national socio-economic development for 10 years or more;
    c/ Taking the lead in technology renewal nationwide, having recorded many achievements in the application of scientific and technical advances, development of technical initiatives and renovations, and environmental protection;
    d/ Taking the lead in the provision of training and re-training in all aspects to cadres, public employees, civil servants and laborers; being a typical model in professional training and capacity building which should be followed by others;
    e/ Taking the lead in the application and implementing the Party’s line and policies and the State’s laws, assuring benefits of laborers, properly managing capital and assets and ensuring absolute safety for humans and property;
   

f/ Proactively participating in local movements; being a good example in all aspects and honored by local people; having successfully built internal solidarity with clean and strong Party and mass organizations.”
  3. The “Labor Hero” title shall be considered and conferred once every 5 years, except for those with particularly outstanding achievements recorded unexpectedly.”
