H-05 TEACHERS TITLES (PEOPLE'S TEACHER, TEACHER OF MERIT)

The 26 November 2003 revised regulations specified the award criteria as :

  Article 62.-
  1. The subjects eligible for consideration and award of the "People's Teacher" or "Teacher of Merit" title are teachers in schools or education establishments within the national education system, and education administrators.
  2. The "People's Teacher" title shall be considered and awarded to the subjects defined in Clause 1 of this Article who satisfy the following criteria:
  a/ Being loyal to the socialist Fatherland of Vietnam;
  b/ Possessing good ethical qualities, being devoted to their jobs and fond of pupils, possessing excellent pedagogical talents, having made great contributions to the education cause, exerting widespread influences in the service and the entire society, being respected by pupils, colleagues and people;
  c/ Having personally engaged in teaching or lecturing for 20 years or more; for education administrators, having worked in the service for 25 years or more, including 15 years of being personally engaged in teaching or lecturing.
  3. The "Teacher of Merit" title shall be considered and awarded to the subjects defined in Clause 1 of this Article, who satisfy the following criteria:
  a/ Being loyal to the socialist Fatherland of Vietnam;
  b/ Possessing good ethical qualities, being devoted to their jobs and fond of pupils, possessing excellent pedagogical talents, having made contributions to the education cause, being respected by pupils, colleagues and people;
  c/ Having personally engaged in teaching or lecturing for 15 years or more; for education administrators, having worked in the service for 20 years or more, including 10 years of being personally engaged in teaching or lecturing.
  4. The "People's Teacher" and "Teacher of Merit" titles shall be considered and announced one every two years on the anniversary of Vietnamese Teacher's Day of November 20.

The 30 September 2005 implementation guidelines reaffirmed the award criteria in the 26 November 2003 regulation :

  Article 45. Title of Teacher, Doctor, Artist, Artisan
  Criteria for consideration of giving the title "People's Teacher", "Teacher of Merit", "People's Doctor", "Meritorious Doctor", "People's Artist", "Meritorious Artist", "Nghe People's people "," Excellent Artisans "shall comply with the provisions of Articles 62, 63, 64 and 65 of the Law on Emulation and Commendation.

The 19 May 2006 regulations designed the award :

 

Article 24. Badge of "People's Teacher", "Teacher of Excellence"
  1. The "People's Teacher" badge
  The outer rim of the badge is yellow, the background is in red, the material of gold plated with Nico alloy is 3 microns thick; size 28mm x 14mm.
  The body of the Badge is round, in the middle is a torch and a book on a green background, the two sides have golden paddy, and the words "People's Teacher" (red) and laurel wreath, underneath is a silk strip. Red bears the words "Vietnam" (yellow); diameter of 35mm; Nico gold-plated copper alloy material is 3 microns thick.
  2. Badge of "Teacher of Excellence"
  The outer rim of the badge is yellow, the background is yellow, the material of gold plated with Nico alloy is 3 microns thick; size 28mm x 14mm.
  The body of the Badge is round, in the middle is a torch and a book on a green background, the two sides have golden paddy, and the words "The Teacher of Excellence" (red) and the laurel wreath, the bottom is the silk strip. red bears the words "Vietnam" (yellow); sugar k is equal to 35mm; Nico gold-plated copper alloy material is 3 microns thick.

The 15 April 2010 decree updated the 30 September 2005 implementation guidelines :

  Article 45. Title of Teachers, Physicians, Artists and Artisans
  Criteria for awarding the title "People's Teacher", "Teacher of Merit", "People's Doctor", "Meritorious Doctor", "People's Artist", "Meritorious Artist", "Nghe People 's people "and" Excellent Artisans "comply with the provisions of Articles 62, 63, 64 and 65 of the Law on Emulation and Commendation.

The 16 November 2013 decree amended the 26 November 2003 regulations :

  32. To amend and supplement Clauses 1, 2 and 4, Article 62 as follows:
  “1. Eligible for consideration for conferment of the “People’s Teacher” or “Teacher of Merit” title are teachers and education administrators.
  2. The “People’s Teacher” title shall be conferred on the subjects defined in Clause 1 of this Article who have been conferred the “Teacher of Merit” title and satisfy the following criteria:
    a/ Being loyal to the socialist Fatherland of Vietnam;
    b/ Possessing good ethical qualities, having devoted themselves to their profession and loved pupils, possessing excellent pedagogical talents, having made great contributions to the education sector, a widespread influence in the sector and the entire society, and being respected by pupils, colleagues and people;
    c/ Having personally engaged in teaching or lecturing activities for 20 years or more; for education administrators, having worked in the sector for 25 years or more, including 15 years of being personally engaged in teaching or lecturing activities.
  “4. The “People’s Teacher” and “Teacher of Merit” titles shall be considered and announced one every 3 years on the anniversary of Vietnamese Teacher’s Day, the Twentieth of November.”
