H-06 DOCTORS TITLES (PEOPLE'S DOCTOR, DOCTOR OF MERIT)

The 26 November 2003 revised regulations specified the award criteria as :

  Article 63.-
  1. The subjects eligible for consideration and award of the "People's Doctor" or "Doctor of Merit" title include medical doctors, pharmacists and traditional medicine doctors who are engaged in medical examination and treatment, production of pharmaceuticals, medical and/or pharmaceutical research, hygiene and disease prevention, epidemic prevention, and health administrators.
  2. The "People's Doctor" title shall be considered and awarded to the subjects defined in Clause 1 of this Article, who satisfy the following criteria:
  a/ Being loyal to the socialist Fatherland of Vietnam;
  b/ Possessing good ethical qualities, being devoted to their jobs and wholeheartedly fond of patients, having talents and numerous outstanding achievements in disease prevention, disease treatment, scientific and technical development in the medical domain, having made numerous contributions to the cause of protection and improvement of people's health, exerting widespread influence among people, and being trusted and respected by patients and colleagues;
  c/ Having personally engaged in professional or technical work in the service for 20 years or more; for health administrators, having worked in the service for 25 years or more, including 15 years of personally performing the professional and technical work.
  2. The "Doctor of Merit" title shall be considered and awarded to the subjects defined in Clause 1 of this Article, who satisfy the following criteria:
  a/ Being loyal to the socialist Fatherland of Vietnam;
  b/ Possessing good ethical qualities, being devoted to their jobs and wholeheartedly fond of patients, having talents and numerous outstanding achievements in their professions, and being trusted by people, patients and colleagues;
  c/ Having personally engaged in professional or technical work in the service for 15 years or more; for health administrators, having worked in the service for 20 years or more, including 10 years of personally performing the professional and technical work.
  4. The "People's Doctor" and "Doctor of Merit" titles shall be considered and announced one every two years on the anniversary of Vietnamese Doctor's Day of February 27.

The 30 September 2005 implementation guidelines reaffirmed the award criteria in the 26 November 2003 regulation :

  Article 45. Title of Teacher, Doctor, Artist, Artisan
  Criteria for consideration of giving the title "People's Teacher", "Teacher of Merit", "People's Doctor", "Meritorious Doctor", "People's Artist", "Meritorious Artist", "Nghe People's people "," Excellent Artisans "shall comply with the provisions of Articles 62, 63, 64 and 65 of the Law on Emulation and Commendation.

The 19 May 2006 regulations designed the award :

 

Article 25. "People's Doctor" badge, "Elite Doctor"
  1. The "People's Doctor" Badge
  The outer rim of the badge is yellow, the background is in red, the material of gold-plated copper with Nico alloy is 3 microns thick; size 28mm x 14mm.
  The body of the Badge is in the shape of a sunflower, in the middle is a symbol of the medical branch, the two sides are yellow rice paddies, the upper is the words   "People's physician" (red), below is a red silk strip with the words "Vietnam" (yellow) and a historic wheel; diameter of 35mm; Nico gold-plated copper alloy material is 3 microns thick.
  2. The "Elite Doctor" badge
  The outer rim of the badge is yellow, the background is yellow, the material of gold plated with Nico alloy is 3 microns thick; size 28mm x 14mm.

The 15 April 2010 decree updated the 30 September 2005 implementation guidelines :

  Article 45. Title of Teachers, Physicians, Artists and Artisans
  Criteria for awarding the title "People's Teacher", "Teacher of Merit", "People's Doctor", "Meritorious Doctor", "People's Artist", "Meritorious Artist", "Nghe People 's people "and" Excellent Artisans "comply with the provisions of Articles 62, 63, 64 and 65 of the Law on Emulation and Commendation.

The 16 November 2013 decree amended the 26 November 2003 regulations :

  33. To amend and supplement Clauses 1, 2 and 4, Article 63 as follows:
  “1. Eligible for consideration for conferment of the “People’s Doctor” or “Doctor of Merit” title are medical doctors, pharmacists, physicians, nurses, technicians, traditional medicine doctors, traditional medicine pharmacists and health administrators.
  2. The “People’s Doctor” title shall be conferred on the subjects defined in Clause 1 of this Article, who have been conferred the “Doctor of Merit” title and satisfy the following criteria:
    a/ Being loyal to the socialist Fatherland of Vietnam;
    b/ Possessing good ethical qualities, having devoted to their profession and wholeheartedly care for patients, having talents and numerous outstanding achievements in disease prevention, disease treatment and scientific and technical development in the health sector, having made many contributions to the protection and improvement of people’s health, gaining a widespread public influence, and being trusted and respected by patients and colleagues;
    c/ Having personally engaged in professional or technical work in the health sector for 20 years or more; for health administrators, having worked in the sector for 25 years or more, including 15 years of personally performing the professional and technical work.”
  “4. The “People’s Doctor” and “Doctor of Merit” titles shall be considered and announced one every 3 years on the anniversary of Vietnamese Doctor’s Day, the Twenty Seventh of February.”
