The 26 November 2003 revised regulations specified the award criteria as :

  Article 64.-
  1. The subjects eligible for consideration and award of the "People's Artist" or "Artist of Merit" title include actors, actresses, directors, artistic instructors, orchestra conductors, choreographers, cameramen, musicians, painters and announcers working in the cultural and art domains.
  2. The "People's Artist" title shall be considered and awarded to the subjects defined in Clause 1 of this Article, who satisfy the following criteria:
  a/ Being loyal to the socialist Fatherland of Vietnam;
  b/ Possessing good ethical qualities, excellent artistic talents, having made numerous contributions to the Vietnamese revolutionary cause, being admired by colleagues and people;
  c/ Having engaged in art activities for 20 years or more; 15 years for the circus art in particular; having won numerous prizes in domestic and international art festivals and shows.
  3. The "Artist of Merit" title shall be considered and awarded to the subjects defined in Clause 1 of this Article who satisfy the following criteria:
  a/ Being loyal to the socialist Fatherland of Vietnam;
  b/ Possessing good ethical qualities, artistic talents, a sense of serving the people, being admired by colleagues and people;
  c/ Having engaged in art activities for 15 years or more; in particular, 10 years for the circus art; having won numerous prizes in domestic and international art festivals and shows.
  4. The "People's Artist" and "Artist of Merit" titles shall be considered and announced one every two years on the anniversary of the National Day of September 2

The 30 September 2005 implementation guidelines reaffirmed the award criteria in the 26 November 2003 regulation :

  Article 45. Title of Teacher, Doctor, Artist, Artisan
  Criteria for consideration of giving the title "People's Teacher", "Teacher of Merit", "People's Doctor", "Meritorious Doctor", "People's Artist", "Meritorious Artist", "Nghe People's people "," Excellent Artisans "shall comply with the provisions of Articles 62, 63, 64 and 65 of the Law on Emulation and Commendation.

The 19 May 2006 regulations designed the award :

 

Article 26. Badge "People's Artist", "Excellent Artist"
  1. The "People's Artist" badge
  The outer rim of the badge is yellow, the background is in red, the material of gold plated with Nico alloy is 3 microns thick; size 28mm x 14mm.
  The body of the eight-pointed star figure is stylized, in the middle is a stylized mask and lotus, above it is the words "People's Artist" (in red), below is the yellow silk strip with the words "Vietnam " (Red); diameter of 35mm; Nico gold-plated copper-alloy material 3 microns thick;
  2.   Badge of "Excellent Artist"
  The outer rim of the badge is yellow, the background is yellow, the material of gold plated with Nico alloy is 3 microns thick; size 28mm x 14mm.

The 15 April 2010 decree updated the 30 September 2005 implementation guidelines :

  Article 45. Title of Teachers, Physicians, Artists and Artisans
  Criteria for awarding the title "People's Teacher", "Teacher of Merit", "People's Doctor", "Meritorious Doctor", "People's Artist", "Meritorious Artist", "Nghe People 's people "and" Excellent Artisans "comply with the provisions of Articles 62, 63, 64 and 65 of the Law on Emulation and Commendation.

The 16 November 2013 decree amended the 26 November 2003 regulations :

  34. To amend and supplement Clauses 2, 3 and 4, Article 64 as follows:
  “2. The “People’s Artist” title shall be conferred to the subjects defined in Clause 1 of this Article, who have been conferred the “Artist of Merit” title and satisfy the following criteria:
    a/ Being loyal to the socialist Fatherland of Vietnam;
    b/ Possessing good ethical qualities, excellent artistic talents, having made many contributions to the Vietnamese revolutionary cause, and being admired by colleagues and people;
    c/ Having engaged in art activities for 20 years or more, or 15 years or more, for the art of circus or dance; having won many prizes in domestic or overseas art festivals, contests and shows.
    d/ Having further won many prizes in domestic or overseas art festivals, contests and shows after being conferred the “Artist of Merit” title.
  3. The “Artist of Merit” title shall be conferred on the subjects defined in Clause 1 of this Article who satisfy the following criteria:
    a/ Being loyal to the socialist Fatherland of Vietnam;
    b/ Possessing good ethical qualities, artistic talents, showing willingness to serve the people, and being admired by colleagues and people;
    c/ Having engaged in art activities for 15 years or more or 10 years or more, for the art of circus or dance; having won numerous prizes in domestic and overseas art festivals, contests and shows.
  4. The “People’s Artist” and “Artist of Merit” titles shall be considered and announced one every 3 years on the anniversary of the National Day, the Second of September.”
