H-08 ARTISANS TITLES (PEOPLE'S ARTISAN, ARTISAN OF MERIT)

The 26 November 2003 revised regulations specified the award criteria as :

  Article 65.-
  1. The "People's Artisan" and "Artisan of Merit" titles shall be awarded to individuals who have worked in the traditional handicrafts or fine art crafts for many years, inherited, preserved, created and developed such crafts.
  2. The "People's Artisan" title shall be considered and awarded to the subjects defined in Clause 1 of this Article, who satisfy the following criteria:
  a/ Being loyal to the socialist Fatherland of Vietnam;
  b/ Possessing good ethical qualities, excellent talents, excellent skills, having personally created various products of high economic, technical and fine-art value;
  c/ Having made great merits in preserving, handing down, teaching their crafts, creating and developing traditional handicrafts and fine-art crafts.
  d/ Being admired and respected by colleagues and people, exemplary for handicrafts or fine-art crafts in the whole country.
  3. The "Artisan of Merit" title shall be considered and awarded to the subjects defined in Clause 1 of this Article, who satisfy the following criteria:
  a/ Being loyal to the socialist Fatherland of Vietnam;
  b/ Possessing good ethical qualities, excellent talents, good skills, having personally created various products of high economic, technical and fine-art value;
  c/ Having made merits in preserving, handing down, teaching their crafts, creating and developing traditional handicrafts or fine-art crafts.
  d/ Being admired and respected by colleagues and people, exemplary for the handicrafts or fine-art crafts in the localities.
  4. The "People's Artisan" and "Artisan of Merit" titles shall be considered and announced one every two years on the anniversary of the National Day of September 2.

The 30 September 2005 implementation guidelines reaffirmed the award criteria in the 26 November 2003 regulation :

  Article 45. Title of Teacher, Doctor, Artist, Artisan
  Criteria for consideration of giving the title "People's Teacher", "Teacher of Merit", "People's Doctor", "Meritorious Doctor", "People's Artist", "Meritorious Artist", "Nghe People's people "," Excellent Artisans "shall comply with the provisions of Articles 62, 63, 64 and 65 of the Law on Emulation and Commendation.

The 19 May 2006 regulations designed the award :

 

Article 27. Badge of "People's Artisan", "Meritorious Artisan"
  1. The "People's Artisan" badge
  The outer rim of the badge is yellow, the background is in red, the material of gold plated with Nico alloy is 3 microns thick; size 28mm x 14mm.
  Body Badge shaped stylized petals, in the middle are two hands lifting Vietnamese map on a red background, surrounded by historic wheels, above is the words "People's Artisan" (red), below is a golden silk strip with the words "Vietnam" (Red); diameter of 35mm; Nico gold-plated copper-alloy material 3 microns thick;
  2. The "Meritorious Artisan" badge.
  The outer rim of the badge is yellow, the background is yellow, the material of gold plated with Nico alloy is 3 microns thick; size 28mm x 14mm.

The 15 April 2010 decree updated the 30 September 2005 implementation guidelines :

  Article 45. Title of Teachers, Physicians, Artists and Artisans
  Criteria for awarding the title "People's Teacher", "Teacher of Merit", "People's Doctor", "Meritorious Doctor", "People's Artist", "Meritorious Artist", "Nghe People 's people "and" Excellent Artisans "comply with the provisions of Articles 62, 63, 64 and 65 of the Law on Emulation and Commendation.

The 16 November 2013 decree amended the 26 November 2003 regulations :

  35. To amend and supplement Clauses 2, 3 and 4, Article 65 as follows:
  “2. The “People’s Artisan” title shall be conferred to individuals who have been conferred the “Artisan of Merit” title and satisfy the following criteria:
    a/ Being loyal to the socialist Fatherland of Vietnam;
    b/ Possessing good ethical qualities, knowledge and particularly excellent skills, having personally engaged in the trades for 20 years or more;
    c/ Having made great merits in the protection and promotion of the value of cultural heritages;
    d/ Being admired and respected by colleagues and people, and being an exemplary model in the protection and promotion of the values of cultural heritages nationwide.
  3. The “Artisan of Merit” title shall be conferred on individuals who satisfy the following criteria:
    a/ Being loyal to the socialist Fatherland of Vietnam;
    b/ Possessing good ethical qualities, knowledge and particularly excellent skills, having personally engaged in the trades for 15 years or more;
    c/ Having made merits in the protection and promotion of the value of cultural heritages;
    d/ Being admired and respected by colleagues and people, being an exemplary model in the protection and promotion of the value of cultural heritages in localities.
  4. The “People’s Artisan” and “Artisan of Merit” titles shall be considered and announced one every 3 years on the anniversary of the National Day, the Second of September.
