The 6 June 1947 decree established the award :
| I- "GOLD STAR" ORDER | |||
| Article 4 | |||
| The "Gold Star" Order is the most precious order of the Democratic Republic of Vietnam. This order has only one rank and is given to people providing great merit to the nation. | |||
| Article 5 | |||
| The "Gold Star" Order is awarded by decree of the President of the Democratic Republic of Vietnam after the Government Council's agreement. | |||
| Article 6 | |||
| During great events, when someone carries a "Gold Star" Order, he / she will send a greeting by the following rules. | |||
The 26 November 2003 revised regulations specified the award criteria as :
| Article 34.- | ||||
| 1. The "Gold Star Order" is the noblest order of the Socialist Republic of Vietnam. | ||||
| 2. The "Gold Star Order" shall be conferred or posthumously conferred on individuals who satisfy one of the following criteria: | ||||
| a/ Having rendered great and exceptionally outstanding meritorious services in the revolutionary cause of the Party and the nation; | ||||
| b/ Having rendered great and exceptionally outstanding meritorious services to the country in one of the political, economic, social, literature, art, scientific, technological, defense, security, diplomatic or other domains. | ||||
| 3. The "Gold Star Order" shall be conferred on collectives which satisfy the following criteria: | ||||
| a/ Having recorded outstanding achievements for 10 or more consecutive years before the time of nomination; having maintained internal unity, with clean and strong Party and mass organizations; | ||||
| b/ Having a process of building and development of 50 years or more; if having been conferred the "Ho Chi Minh Order," having a process of building and development of 45 years or more. | ||||
| 4. Collectives which have recorded exceptionally outstanding achievements and a process of building and development of 20 years, counting from the time of being conferred the first "Gold Star Order," shall be considered for conferment of the second "Gold Star Order." | ||||
The 30 September 2005 implementation guidelines provide more detail on award criteria :
| Article 20. Gold Star Order | ||||
| The Gold Star Order is the most noble medal of the Socialist Republic of Vietnam, giving or giving to individuals with great merits, exceptional excellence and giving collectives to achieve outstanding achievements. in the revolutionary career of the Party and the nation. | ||||
| 1. Gold Star Order to give to individuals who achieve one of the following criteria: | ||||
| a) The revolutionary participant from 1935 before, continued to work, had great merits, especially excellent in the revolutionary career of the Party and the nation, and did not commit major blemishes, took one of responsibilities: General Secretary of the Communist Party of Vietnam; President; President of Congress; Prime Minister; Politburo member; Secretary of the central committee; Vice President; Congress vice president; Deputy Prime Minister; Chairman of the Vietnam Fatherland Front Central Committee; Deputy Secretary of the Central Department; Standing Committee of the Committee; Secretary of the Party Committee; Head of the Party Central Committee, Ministers and equivalent positions, Senior General of the People's Armed Forces; | ||||
| b) Persons participating in revolutionary activities before 1945, continuously operating with great merits, particularly outstanding in the revolutionary cause of the Party and the nation, without major blemishes, have taken on one in the responsibilities: General Secretary of the Communist Party of Vietnam; President; President of Congress; Prime Minister; Politburo member; Secretary of the central committee; Vice President; Congress vice president; Deputy Prime Minister ; Chairman of the Vietnam Fatherland Front Central Committee; General of the people's armed forces; | ||||
| c) The process of continuous participation in the two wars against the French and the Americans (from 1945 to April 30, 1975), has great merit, particularly excellent in the revolutionary career of the Party, of the nation, does not violate major shortcomings, has taken one of the responsibilities: General Secretary of the Communist Party of Vietnam, President, National Assembly Chairman, Prime Minister, General of the People's Armed Forces before April 30, 1975; | ||||
| d) Persons who have worked continuously from the war against the US (from 1954 to April 30, 1975) and the period of national construction and defense (from April 30, 1975 to present), have merit Excellency, particularly excellent in the revolutionary career of the Party and the nation, without major shortcomings, have taken one of the responsibilities: General Secretary of the Communist Party of Vietnam, President, President National Assembly, Prime Minister, 2 terms; | ||||

| 1. "The Gold Star Order" is the highest honor of the Socialist Republic of Vietnam. | ||||
| 2. "Gold Star Order" for giving or giving away to individuals who meet one of the following criteria: | ||||

| 3. | 10. To amend and supplement Clauses 3 and 4, Article 34 as follows: | |||
| “3. The “Gold Star Order” shall be awarded to collectives which have been awarded the “Ho Chi Minh Order”, recorded particularly outstanding achievements in the subsequent 25 years, and successfully built internal solidarity with clean and strong Party and mass organizations; | |||
| 4. The “Gold Star Order” shall be awarded to heads of foreign states with great merits to Vietnam.” | |||
