O-02 HO CHI MINH ORDER
  Huân Chương Hồ Chí Minh

The 6 June 1947 decree established the award :

  II- "HỒ CHÍ MINH" ORDER
  Article 7
  The "Hồ Chí Minh" Order has 3 grades:
  - First class
  - Second class
  - Third class.
  Article 8
  The "Hồ Chí Minh" Order is given to talented people, virtues and merits to the nation.
  Article 9
  During the great ceremonies, those who bring the "Ho Chi Minh" order will be greeted by the honor team.

The 28 August 1981 revised regulations changed to one class:

The 26 November 2003 revised regulations specified the award criteria as :

  Article 35.-
  1. The "Ho Chi Minh Order" shall be conferred or posthumously conferred on individuals who have rendered great meritorious services, recorded numerous outstanding achievements in one of the political, economic, social, literature, art, scientific, technological, defense, security, diplomatic or other domains.
  2. The "Ho Chi Minh Order" shall be conferred on collectives which satisfy the following criteria::
    a/ Having recorded outstanding achievements for five or more consecutive years before the time of nomination; having maintained internal unity, with clean and strong Party and mass organizations;
    b/ Having a process of building and development of 40 years or more; if having been conferred the first-class "Independence Order" or first-class "Military Exploit Order," they must have a process of building and development of 35 years or more.

The 30 September 2005 implementation guidelines provide more detail on award criteria :

  Article 21. Ho Chi Minh Order
  1. Ho Chi Minh Order for giving or giving away to individuals with great merits, having many outstanding achievements, meeting one of the following criteria:
    a) People who participated in revolutionary activities since 1935 before, continuously operated, had great merits, had many outstanding achievements in the revolutionary career of the Party and the nation, and did not commit major blemishes. undertook one of the responsibilities: Secretary, Deputy Secretary of the Provincial Party Committee, Deputy Party Committee at the central level, Vice Minister or equivalent position, Lieutenant General of the People's Armed Forces;

    c) The process of continuous participation in the two wars against France and the United States (from 1945 to April 30, 1975), has great merit, has many outstanding achievements in the revolutionary career of The Party, the nation, does not violate major shortcomings, has taken one of the responsibilities: Member of the Politburo, Secretary of the Party Central Committee, Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister, Chairman of the Vietnam Fatherland Front Central Committee or a position equivalent to 1 term, General of the People's Armed Forces;
    d) Persons who have worked continuously from the war against the US (from 1954 to April 30, 1975) and during the period of national construction and defense (from April 30, 1975 to present), have merit Great work, many outstanding achievements, no major shortcomings, has taken one of the responsibilities:

The 19 May 2006 regulations redesigned the order :

  Article 7 . "Ho Chi Minh Order"
  Stalk Medal of the border is yellow, with Rayon silk woven in red flags, there are three yellow lines, with a gold plated copper Nico alloy thickness of 3 microns; size 28mm x 14mm.

  The medal of the circular medal is 39mm in diameter, the middle is the figure of President Ho Chi Minh placed on the lotus, above is the words "Ho Chi Minh Order" and the words "Vietnam" are written below (embossed) , gold-plated copper material   Nico alloy is 3 microns thick.

The 15 April 2010 decree updated the 30 September 2005 implementation guidelines :

  Article 21. "Ho Chi Minh Order"
  1. "Ho Chi Minh Order" for giving or giving away to individuals with great merits, having many outstanding achievements, meeting one of the following criteria:
    a) Participating in revolutionary activities from 1935 before, continuously operating, with great merits, having many outstanding achievements in the revolutionary career of the Party and the nation, without major shortcomings, were undertaking one of the positions: Secretary, Deputy Secretary of the Provincial Party Committee, Deputy Head of the Party Central Committee, Vice Minister or equivalent position; or was awarded the rank of Lieutenant General of the People's Armed Forces;

    c) There was too much time to participate continuously in the two wars against the French and the Americans (from 1945 to April 30, 1975), with great merit and many outstanding achievements in the revolutionary career of The Party, the nation, does not violate major shortcomings, has taken one of the positions: Member of the Politburo, Secretary of the Party Central Committee, Vice President, Deputy Chairman of the National Assembly, Deputy Prime Minister, Chairman of the Vietnam Fatherland Front Central Committee or a position equivalent to 1 term (from 3 to 5 years); or to be promoted to the rank of general of the people's armed forces;

The “Ho Chi Minh Order” shall be awarded to collectives that have been awarded the first-class “Independence Order” or the first-class “Military Exploit Order”, excellently accomplished their tasks in the subsequent 10 years, and successfully built internal solidarity with clean and strong Party and mass organizations.
  3. Collectives which have been awarded the “Ho Chi Minh Order”, excellently accomplished their tasks in the subsequent 15 years, and successfully built internal solidarity, with clean and strong Party and mass organizations, shall be considered for the “Ho Chi Minh Order” for the second time.”
